Organisational Profile
The organisation obtained its registration under the name of Sundarban Rural Development and Training Centre on 6th May 1986, with the Registration No. S/51814 under Society Registration Act. XXVI of 1961 , Govt. of West Bengal. In 1990 the Organisation was on registration under Foreign contribution Regulation Act (FCRA) , 1976, the Government of India. The amendment of a provision to work within the state of West Bengal as made by SRDTC was afterwards approved by the register of societies, empowered the organisation to carry on its activities anywhere in the country.


In 1985, the formation of SRDTC was initiated by a band of dedicated youth on the basis of their social commitments wanted to play an organised role in sharing people’s development. This led to establishment of an office in a cottage in Haridaspur village of Diamond Harbour Block -II. They started working with the people of 20 villages of Diamond Harbour Block-II and Falta in the district 24 Parganas (South) of West Bengal. Generation of social awareness among the people was the initial activity, which was adopted with a conviction that the development of the people would be possible by the people themselves only

when their awareness would provide impetus as well as directions of their activities. In the preliminary level, SRDTC workers started working by raising funds from among the people, volunteers and members of the organisation. At that stage, the volunteers and members did not have any expectation of personal benefit from the organisation. SRDTC being committed to reach ever disregarded people, who are geographically isolated and politically, socially, culturally alienated from the mainstream development felt necessity to move to one such place. 
Only their value-based commitments were the incentives for them to spend their time and energy for sharing people’s development with the people and acting as catalytic agents to improve upon the living condition and socio-political-economic-cultural and environmental status of the weaker sections in the society.

At this juncture an enthusiastic group of Pathar Pratima block of Sundarban invited SRDTC to extend its activities into that area in 1990. After observing the geographical situation of the area and examine the socio-economic condition of the inhabitants, SRDTC got convinced that the area was truly needy and ideal for the application of the people’s participatory process. SRDTC being endowed with rich experience through work done at Diamond Harbour-II, Falta and Pathar Pratima felt it imperative to spread them across the country extending from the ocean to the Himalayas and move from difficult to more difficult areas where other NGO’s do not dare reaching.

Coochbehar being one such place where the benefit of the mainstream development process never reached and no NGO ever reached there.

SRDTC first began initiating dialogues with the people primarily with a view to build rapport in the year 1994. The experiences of SRDTC were crystallized after working in the coastal areas as well as the Tarrain area. Subsequently SRDTC extended its area of operation in the drought prone areas of West Singhbhum district of South Bihar now Jharkhand inhabited mainly by the tribal people in 1996. Similarly SRDTC extended its area of intervention in Kumargram block of Jalpaiguri district in the year 2000 adjacent to the working area of Coochbehar.

Process of Functioning:
Initially SRDTC started functioning on the community development and thereafter analyzing the situation of area of intervention, it felt the necessity to practice participatory development approach is an effective tool of changing the society. In this relation, role of SRDTC is facilitator, implementor and advocator.

Implementation strategy: SRDTC always intends to adopt strategy with regard to take any development initiatives, how much utilizing the local human resources to carryout the programmes. For this, rapport with the community and local administration to ensure their involvement and support in the whole process. In this process, social animators are selected by them from the reference community and trained up on regular basis, who are playing the role of catalytic agent in this process to make aware and organize the people on societal context and issues. In this way, an effective working group is formed in every area of operation. A community base/platform is created, where in every initiative, people's involvement and support is ensured in planning, implementation, monitoring and so on. 

The relationship also with government bodies, line departments agriculture, health and other service providers and it is made to ensure their support and cooperation. Another thing is that basically in tribal areas, respecting their culture and social life and makes a friendship with them and ensures their involvement in the development process. Workers become very social with their culture and practices, which SRDTC realized in its journey of development.

General Body:
The organisation is having specific structure to operate the respective and relevant activities. Overall it has a General Body comprises of 26 members (14 male and 12 female) i.e. 46% female in this body. No. of S.C. is 5 (3 male and 2 female) in this body. Other belongs to General and OBC. Out of total members in this body 12 are staff members and 14 are from outsider are from different background like retired government officers, teachers, doctors, social workers etc. The Annual General Meeting held at the end of every financial year.

Governing Body :
The organisation has also Governing body comprises of 7 member (4 males & 3 females) . Out of members 4 come from general members 2 from workers and 1 from founder member by election. The members of the governing body is from different background like retired government officer, teachers and social workers.

Worker’s Committee:
All the unit and project in-charges are the members of the worker's committee. The Secretary is the Ex-officio member of the worker's committee and convener of the worker's committee meeting. It also includes Programme Officer, Finance Officer, In-charge, Training & Advocacy, Coordinator - reporting and documentation & publication, Coordinator- Accounts & management, Coordinator- Trafficking & HIV/AIDS, promotion of livelihood, Coordinator - Women cell as its member. The committee generally reviews the implemented programmes and its quantitative and qualitative outcome and plans for the future. This also discusses and decides the financial provisions and its allocation according to the need of the projects and units.

Internal Decision Making System and Procedure:

Project In-Charges of every three projects present their activity report in Worker's Committee meeting, where the activities report of Central Office is also presented and reviewed. In every project, Project In-Charges takes the decision in terms of project administration, finance, strategy, daily works etc. He also discusses with its core staff members. Central Office staff as well as projects staff when necessary and take decision in their own field of work.

Secretary is responsible to take any decision with regard to daily works, administration, policy, finance, statutory works etc. He can convene special meeting of Governing Body, as and when needed.

 The Governing Body meeting is held quarterly. The past three months activity report is reviewed and appropriate decision is taken. In the Annual General Meeting, discussion on overall activities, annual reports, financial reports etc. taken place and decisions are taken accordingly.

Gender Policy:

SRDTC has vision to take the strategy in relation to empowerment of women. SRDTC is committed to empower the women so that they can come forward together with the male for performing greater role in the development of the society. But in fact they are very much shy by nature and don’t raise their voices even if they are tortured and exploited as per the society set up. Exploitation since long has contributed in high level of inferiority complex among the women. From their birth they are learned that, as women they have no need to education, fair health, fair clothes etc. which only the males enjoy. Males dominate them. According to males, females are born only for taking care of their children, household works and other necessary activities. They do household works round the clock, but not reckoned.  Likewise there are many instances of domination of women in our society. 

So in this situation SRDTC realizes that the women are to be empowered, so that they can raise their voices against torture, domination, injustices and superstitions. Women would be able to take decision, they will become income generating members of the family which will ensure their dignity and recognition. So SRDTC practices it as there is no difference between the two- males and females as both are human being except biological difference. Both has the equal rights and power to do as they like to do. They will empower them to exercise their rights and power, where they will also be given their due recognition. Therefore, SRDTC always tries to create such a suitable ambience, women get greater scope to develop themselves with self confidence and self esteem with in and outside the organization. SRDTC is also associated with National Alliance of Women, where lobbying is being made to influence the parliamentarians for reservation of women should be introduced in Assembly and Loksabha polls like Panchayat. 

Financial and Accounting System:

The fund is controlled by the Finance Officer (Central Office). It is deposited into bank. As per the tentative action plan and budget submitted by the project and units fund is disbursed. Every project including central unit keeps all the records regularly maintaining bills, vouchers, cash book, ledger book, asset register, programme register, salary register etc. Separately financial monitoring is done quarterly. At the end of every financial year, statement of accounts of every project and consolidated statement of accounts are audited by the external auditor and it is sent to the respective supporting organizations as per their requirement. 

PME:

In every project, the project  in-charges take all decision in terms of project administration finance strategies and daily work . Monthly staff meeting held at the project level to analyse the day to day  activities and progress made. Reports of this monthly staff meetings prepared with details analysis with next month’s action plan. All the projects send monthly activity report to the central office. Worker’s Committee meeting held once in every two months reviews the monthly reports and take necessary decisions. There is a monitoring cell comprises of the Secretary, all in-charges of the projects, in-charge of training & advocacy, programme officer and finance officer. Monitoring cell visits each project site to monitor the activities and progress once in every three months. Monitoring cell carries the monthly reports sent by the projects and the copy of latest worker’s committee meeting report. During the visit, monitoring cell monitors the activities of People’s Organisations also. 

MIS:

Central office sends project proposals to the respective project areas after in depth briefing by the Secretary to the Project in-Charges. Project in-Charges discuss the same with the respective staff members. Monthly action plan and budget are prepared in the staff meeting of every project and it is sent to the central office by the project in-charges, before 10th of every next month. Monthly activity reports of the previous month are sent by the respective project in-charges to the central office. Central office analyses the reports, consolidates the same and thus finalize report. Worker’s Committee also discusses the activities of past two months of every project. Reports of the Worker’s Committee meetings are sent to all Project in-Charges. Project in-charges discuss the same with the project staff. Reports by monitoring cell visits are also shared with all the projects. Thus, all project staff know about status of the activities of all projects.
